Kowloon is the mainland part of Hong Kong. Initially it was limited to Mong Kok and Tsim Sha Tsui, the two parts of Hong Kong closest to Victoria Harbour, but now the term is used for the entire mainland area including the new territiories. Border Road still shows where the original borderline to the mainland was.
Most tourists will see only Tsim Sha Tsui, the area closest to the harbour, where the big shopping streets and cheap tailor shops are located. As soon as you venture into Mong Kok, there are less and less touts, tailors etc. on the street, and beyond Mong Kok in the new territories, you will find mostly residents.
